When the entire community, however that may be defined geographically, holds the title then who does the land now belong to? The state?

there are different possible approaches. You may have a "use-based property" : the land's owner is whoever uses it. If you live in a house, its yours. If you till a field, it's yours. That's not unlike what the pioneers did... Of course the moment you leave a property unused, it's up for grabs, to whoever needs it.
There's also
Geolibertarianism
which is interesting. I had a good paper about this somewhere but I can't find it at the moment, and the geolibs website disappeared eons ago. Generally speaking I quite like Georgism overall.
State ownership is fine for unused land such as natural parks. Obviously it doesn't work well for productive uses.
