We don't rely on blocks - our entire permissions model is based on what we allow - and has been since forever. Nomadic identity is technically not much different from puppet actors. Blocking was added as a last resort a decade ago to help filter Islamic State from the public stream. That didn't really work well either, so we turned off the public stream and made the experience much more personal. Sites can turn it on if they want; but most of us have better things to do than moderate assholes 24/7/365.
My blocklist is empty and I'm not overly tolerant. I just don't see much bad shit because my permissions work. In fact the only bad shit I see is my friends/connections talking about how to get rid of it on their own software.
