Notice the text says, "He causes all to receive a mark..", he doesn't force them to do so. So the people seem to have some choice in the matter.
It is a surety, that the same effort will come to the US, indeed, the entire planet and we will see who have the wills of steel and who are just all talk. A very dystopian future will be upon mankind.
